PROBLEM TO BE SOLVED: To suppress increase of traffic caused by unsolicited mail while surely transmitting mail that is not unsolicited mail, to a destination. SOLUTION: When reception of mail from another mail server is started, it is judged whether or not the mail is unsolicited mail and if judged as unsolicited mail, after the lapse of predetermined time from completion of the mail reception, the completion of the mail reception is notified to the other mail server.
