PROBLEM TO BE SOLVED: To detect time when information is revealed during telephone call in an IP telephone network. SOLUTION: The speech information detecting device of this invention detects information from the content of telephone call recognized on the basis of a telephone call packet coming from a network, and comprises: a speech signal conversion means for fetching incoming communication packets and extracting speech data from two or more continuous communication packets and converting the data into speech signal; speech recognition means for recognizing speech by a predetermined speech recognition processing based on the speech signals converted by the speech signal conversion means; a speech information judging means for judging whether or not one or more pre-defined information key words are included in the recognition result recognized by the speech recognition means; and an output means for outputting at least the information key words when at least the information key words are included in the recognition result.
