PROBLEM TO BE SOLVED: To provide a system, a method, and a program for recording medical dynamic images for improving responsiveness of other operations during encoding processing by reducing a load of the encoding processing if a CPU load factor is equal to or more than a prescribed value. SOLUTION: The load on the CPU is reduced by monitoring the CPU load factor for implementing encoding processing of the medical dynamic images in real time and by implementing encoding processing through reducing the amount of information on the medical dynamic image when the load factor is equal to or more than the threshold value.
