The device (1) has a housing (5) assembled of two shells with an opening at the bottom comprising a guide element (7). The cutting tool (2) is permanently joined to the lower end of a leaf spring (4) supported with the upper end against a stop element (6) at the upper area inside the housing (5). The leaf spring (2) is compressed when a switch (14) at the side of the housing (5) is pressed. The cutting blade (2) is quickly moved down and returned again, guided by a pin (13) moving along a curved slot (12).
