<p><P>PROBLEM TO BE SOLVED: To provide an operation management system of a sewage treatment plant which is not required to arrange a technician who understands the details of simulation at each sewage treatment plant and can carry out a water quality simulation. <P>SOLUTION: The operation system 10 of the sewage treatment plant includes an input and output part 14 for inputting the operation condition of the sewage treatment plant 1, a data accumulation part 12 for accumulating the quantity of state sent from the sewage treatment plant 1, and a water quality estimate part 13 which contains a water quality simulator beforehand, and carries out the water quality simulation based on the quantity of state from the data accumulation part 12 and an operation condition from the input and output part 14. A parameter of the water quality simulator is inputted to the water quality estimate part from a parameter input part 15.
