PROBLEM TO BE SOLVED: To provide a method for creating a sequence pair capable of extracting a sequence pair that reflects restrictions on the arrangement of blocks in their initial layout. SOLUTION: A creation apparatus 1 for a sequence pair (P, M) serving as a pair of permutations P, M of blocks b<SB>i</SB>belonging to a block assembly B has a block arrangement storage means 5 for storing the size information of each block b<SB>i</SB>and block arrangement information. The apparatus includes a binomial relation determining means 9 for determining in accordance with the block arrangement information and the size information binomial relations derived from restrictions on the arrangement of the blocks that are extracted from the block arrangement information and the size information; and a total order relation determining means 11 for determining the total order relation of the permutations P, M according to the block arrangement information and the size information so that all the binomial relations determined by the binomial relation determining means 9 are satisfied.
