PROBLEM TO BE SOLVED: To form a rough surface to the inner surface in a cylinder in a short time. SOLUTION: When a tool 5 is inserted into a cylinder bore of a cylinder block 1, the outer peripheral edge of a tip 13 arranged in the tool 5 is shifted into the inserting direction while pushing to the inner surface 3 of the cylinder bore and then, the tip 13 generates a fine chatter vibration in the inserting direction by elastically deforming due to the cutting resistance, and the rough surface is formed so as to strip the inner surface 3 of the cylinder bore by this vibration.
