PROBLEM TO BE SOLVED: To provide an on-vehicle system and an operation authority control method for restraining leaving of operation authority of an apparatus commonly used by a plurality of users independently. SOLUTION: When leaving of a user from a corresponding seat is reported from a vehicle monitoring device 8 for monitoring seat taking and seat leaving of the user in each of the seats, a monitor control part 14 of monitor systems 1 to 4 arranged in accordance with the respective seats set its own monitor system to be in the sleep state, shutting down of a power source is instructed to the apparatus of which operation authority is owned by the self monitor system (a first DVD player 5, a second DVD player 6 or a digital TV broadcasting turner 7), and predetermined timeout time, for example 5 minutes, is waited to pass. When seating of the user to the corresponding seat is reported before passing of the timeout time, the power source of the apparatus is refed, and the sleep state is released.
