<P>PROBLEM TO BE SOLVED: To avoid degradation of battery performance and improve a start-up property under a low-temperature environment by operating a system at an optimum temperature in accordance with power generating conditions and atmospheric conditions. <P>SOLUTION: In the fuel cell system equipped with a fuel cell stack made by laminating a plurality of fuel battery cells generating power by chemical reaction of reaction gas of fuel gas and oxidant gas. A fuel cell stack 100 consists of an outside fuel cell stack 100a and an inside fuel cell stack 100b.
