PROBLEM TO BE SOLVED: To provide a cutter for a shield machine, which can properly and inexpensively excavate a high-strength wall. SOLUTION: In this cutter 5 for the shield machine, shank materials 16 and 17 are provided on a front surface of a cutter frame 7 in a multideck manner from the center of the rotation of the cutter frame 7 to an outer periphery along a circumferential direction, and carbide tips 18 and 19 are provided at both the ends of the shank materials 16 and 17, so that preceding bits 12 and 13 can be formed. The shank material 16 of the preceding bit 12, which is positioned on the side of the center of the rotation of the cutter frame 7, is bent in accordance with the curvature of the locus of the rotation of the preceding bit, and the shank material 17 of the preceding bit 13, which is positioned on the outer peripheral side of the cutter frame 7, is formed in such a shape that the thickness of the shank material 17 is smaller in dimension than the cutting width of the carbide tip 19.
