PROBLEM TO BE SOLVED: To provide a hydrate-forming apparatus which can produce a hydrate in a stable production amount and conversion. SOLUTION: The hydrate-forming apparatus for introducing water and a hydrate-forming gas into a tank and stirring them under a predetermined pressure to form a hydrate has a circulating water line which cools the water in the tank and is circulated to maintain a predetermined temperature of the water in the tank and a water level detecting means to detect the water level in the tank, and in the circulating water line, the circulating water returning temperature which is the temperature of the water to be returned to the above tank is controlled so as to render the water level in the tank which is detected by the above water level detecting means constant.
