PROBLEM TO BE SOLVED: To shorten a processing time in performing rotation output of a compressed image. SOLUTION: When data for one block are Huffman-decompressed (S100-S120), dequantization processing is executed for the decompressed data (S130), and if the present block is a start point block, start point restoring information (file pointer, decompression intermediate information and DC component) for restoring an image file using this block as a start point is stored in the predetermined region of a data buffer (S140, S150). Then, inverse DCT operation processing is performed to execute color conversion processing (S160, S170), histograms of an RGB value are accumulated and stored in a predetermined region (S180). Therefore, in a process of restoring an image file to accumulate the histograms of RGB value of the image file, the start point restoring information can be acquired and stored.
