PROBLEM TO BE SOLVED: To provide a method for reclaiming photographic wastewater into a fertilizer or a soil conditioner not causing plant growth inhibition and to thereby reduce load on environmental protection, cost, and workability in photographic wastewater treatment, which method can be practiced even in photographic minilaboratories. SOLUTION: The fertilizer is obtained by removing tar or a tar precursor from photographic wastewater and optionally adjusting component concentrations. Desirably, the fertilizer is devoid of silver and halides, or is obtained from photographic wastewater subjected to electrolytic oxidation or chemical oxidation.
