PROBLEM TO BE SOLVED: To provide a charge controller which can be started stably, without malfunction, even when it is started at a low input voltage such that there is no charged voltage in a secondary battery. SOLUTION: This charge controller charges the secondary battery 103 via a counterflow preventing switch 10. A counterflow preventing switch control unit 8 controls switching on or switching off of the counterflow preventing switch 10, based on the output of a comparator 7 which operates, being supplied with power from the output side of the counterflow preventing switch 10, and compares the voltage Vin to charge the secondary battery 103 with the charge voltage Vbu of the secondary battery 103 and the output of an oscillation stop detecting comparator 4 which decides whether an oscillating circuit 3, which oscillates, being supplied with power from the output side of the counterflow preventive switch 10, is operating normally. The charge controller compulsively switches on the counterflow preventive switch 10 in case that at least either the comparator 7 or the oscillation stop detecting comparator 4 is not deemed as operating normally, and controls the counterflow preventive switch 10 to be on or off, based on the output of the oscillation stop preventive comparator 4, when the comparator 7 is decided as operating normally.
