PROBLEM TO BE SOLVED: To solve the problem wherein a place for arranging a relay node cannot be designed efficiently, since the position of the node moves or devices are connected through radio, when conventionally routing networks by mutual relay between radio communication devices. SOLUTION: In this channel design apparatus 50, survival networks are efficiently routed, even when connecting nodes by moving the nodes or by radio, by two stages of processing units of a framework processing unit 53 and an enclosure processing unit 70. The framework processing unit 53 generates a slanting coordinate graph and arranges nodes at coordinate points on the graph. The enclosure processing unit 70 encloses the nodes, arranged on the slanting coordinate graph with a polygonal surrounding borderline, reduces the enclosure range, by moving the surrounding borderline and further degenerates the reduced surrounding borderline by arranging virtual nodes, in accordance with the degeneration rule information. Channel information is generated from the degenerated surrounding borderline, and the positions of the virtual nodes and the positions of the nodes, and is outputted. COPYRIGHT: (C)2006,JPO&NCIPI
