PROBLEM TO BE SOLVED: To provide a method and a device for carrying out precedent control during boiler load change capable of corresponding even to load change wherein a final value is unclear by outputting an appropriate boiler input acceleration command, and capable of stabilizing control of fuel, water supply, or the like. SOLUTION: A precedent control system 23 for corresponding to the load change of a boiler is composed by providing a BIR circuit 26 counting the time from a point of time wherein a load raising command 40 or a load lowering command 41 is inputted, and outputting a preset boiler input acceleration command 25 in response to a duration time of the load raising command 40 or the load lowering command 41.
