PROBLEM TO BE SOLVED: To smooth and secure separating motion by orienting the direction of external force acting on a casing unit and an outflow-side cutoff valve to the direction of separating the outflow-side cutoff valve from a valve insertion hole. SOLUTION: A hose connection port 22A of a joint member 22 as an inflow port of the casing unit 12 and a hole connection port 30F of a plug 30 as an outflow port of the outflow-side cutoff valve 26 are formed in a state that an axis 1-1 and an axis 2-2 are orthogonal to each other. An eye bolt 21 is mounted at an axial opposite side with respect to the hose connection port 30F, and a wire 5 of a weighting apparatus 3 can be connected with the eye bolt 21. Accordingly, the pulling direction of the casing unit 12 and the outflow-side cutoff valve 26 can be oriented to the direction of separating a valve cylinder 27 and the plug 30 from the valve insertion hole 18.
