PROBLEM TO BE SOLVED: To improve conveniences in service for collecting and providing information that a user requests. SOLUTION: A fixed image request section 43 periodically requests a fixed image from an information source system 30. The fixed image acquired from the information source system 30 is held by a fixed image holding section 44. When a connection request to the information source system 30 is received from a mobile 4, a convergence state management 42 checks the usage situation of radio terminals 5a-5c. When at least one of the radio terminals 5a-5c is unused, the mobile 4 is connected to an arbitrary one of the unused radio terminals.
