PROBLEM TO BE SOLVED: To provide a charging/discharging protection circuit which is compact in circuit scale, smaller in the chip area, lower in power consumption, and by which the consumption of a secondary battery is reduced. SOLUTION: In the charging/discharging protection circuit 20, which protects the secondary battery 12 from an overcharge condition, an overdischarge condition or an overcurrent condition, an overdischarge detecting circuit 27, is connected to a charging potential of a charger 14, and the discharge condition of the secondary battery 12 is monitored, and then generates an overdischarge detection signal 27a, when overdischarge condition is detected. The overdischarge detecting circuit 27 monitors the potential of the charger ground potential V-, and an overcurrent detecting circuit 25 generates an overcurrent detection signal 25a, when it detects overcurrent condition. A hysteresis inverter circuit Q31 monitors the potential of the charger ground potential V- and generates a short-circuit detecting signal 24a, when it detects short-circuit conditions of a load that flows a charging current through the secondary battery, so as to prevent current from flowing instantaneously through the secondary battery.
