PROBLEM TO BE SOLVED: To provide a device designed to reduce a running cost in view of various problems such as a source of revenue and assurance of a place for putting snow after snow removal that a self-governing body has in regard to snow removal of a snowfall region, and various attempts such as lending of a snowplow, construction of snow melting ditches, and reduction of fixed property tax for a person who provides a place for putting snow after snow removal are made, and a certain self-governing body makes a loan for a part of a construction cost without interest to a person who constructs a snow melting device for use in a parking garage or the like, but there are few people who decide to construct due to a high running cost or the like, and to solve a problem in a conventional snow melting device structured to put ballast on soil and to place concrete with a heat source sealed, thereon to melt snow lying over, with the concrete heated by the heat source, but at the same time, conduction heat is transmitted also to a lower part to reach ballast in the lower part and even into the ground to cause large loss of energy. SOLUTION: A moderate space 6 is provided between the concrete 2 and ballast 4 so that conduction heat is not transmitted to the lower part.
