PROBLEM TO BE SOLVED: To provide an excellent radio wave absorbing panel which exerts excellent performance of absorbing radio waves from TV radio waves to radio waves for communication systems, is free from degradation of radio wave absorbency, lightweight, is unitedly formed of a structural body, a radio wave absorbing body, and a reflector, low in cost, extremely easy to mount, and contributes to construction in a short construction period. SOLUTION: The FRP panel 1 includes [A]: a radio wave absorbing layer, [B]: a radio wave reflecting layer, [C]: an FRP structure, and [D]: a filler 4, and it is formed by encasing [A] the radio wave absorbing layer, [B] the radio wave reflecting layer, and [D] the filler 4, in an external frame of [C] the FRP structure substantially in one body.
