PROBLEM TO BE SOLVED: To provide a surface sizing agent and a surface sizing composition, capable of increasing offset printability of paper printable with an offset ink, especially, paper for printing newspaper by offset printing, preventing sticking and foaming little, and to provide paper for offset printing, especially paper for printing newspaper by offset printing, which paper is obtained by coating a surface sizing agent or a surface sizing composition, is excellent in offset printability and has no sticking trouble. SOLUTION: The surface sizing agent or the surface sizing composition is obtained by including at least a cationic copolymer [A1] having at least a hydrophobic monomer unit [a1] and a monomer unit [a2] containing a quaternary ammonium salt, and/or a cationic copolymer [A2] obtained by polymerizing a hydrophobic monomer in the presence of the cationic copolymer [A1], and a cationized product [B] of a condensate of a carbonic compound [b1] having a 12-24C alkyl with a polyalkylene polyamine [b2].
