<p><P>PROBLEM TO BE SOLVED: To provide an electrolytic treating method and an electrolytic treating device capable of maintaining the scale component concentration and chlorine concentration of a water system within an appropriate range in the method and device for electrolytic treatment by allowing water in a circulating type cooling water system to flow through an electrolytic device. <P>SOLUTION: In an electrolytic treating process, voltage is applied between an anode 3 and a cathode 4, and water from a water storage tank 51 is circulated to flow through the electrolytic device 1 to carry out electrolytic treatment. Hydrogen is generated near the cathode 4 to become alkaline. Bicarbonate ions are dissociated into carbonate ions near the cathode 4, and calcium carbonate and magnesium carbonate are produced from Ca ions and Mg ions and precipitated on an electrode surface to reduce a tendency to become scale.
