<p><P>PROBLEM TO BE SOLVED: To execute control, such as multicasting certain contents only to a specified area on a network side. <P>SOLUTION: A content attribute information managing device is provided with a database for managing the content identifying information, an address of a content distributing device, distributable area information in association with one another. Receiving a content distribution request from a client, a multicast control device sends the content attribute information management device a request for content attribute information containing content distribution destination area information and the content-identifying information. The content attribute information managing device decides if the content can be distributed referring to the database.
