PROBLEM TO BE SOLVED: To provide an information processing apparatus capable of smoothly executing decoding of a moving picture stream.

SOLUTION: A video playback application program 201 detects a present load amount of a computer 10. When the computer 10 is not in a high load state, the video playback application program 201 executes ordinary decode processing for decoding all coded images. When the computer 10 reaches the high load state, the video playback application program 201 executes particular decode processing, wherein execution of decode processing applied to blocks subjected to in-frame prediction coding in a plane prediction mode is skipped. Decoding and playback of moving picture data can smoothly and consecutively be executed without incurring a defect such as a frame drop and extremely slowed-down object motions.
