PROBLEM TO BE SOLVED: To provide an over-charge/discharge detection device, an over-charge/discharge detection circuit and a semiconductor apparatus for controlling charging and discharging of a secondary battery, capable of positively detecting liquid leakage from the battery with a simple structure. SOLUTION: This over-charge/discharge detection device, having a switch device for connecting a secondary battery to an external circuit or for cutting off the secondary battery from the external circuit and a controller for detecting a state of the secondary battery and controlling the switch device, generally includes a detection terminal kept in an open state and a detector for detecting that a voltage is applied to the detection terminal. The controller turns off the switching device when the detector detects that a voltage has been applied to the detection terminal, thus cutting off the secondary battery from the external circuit.
