PROBLEM TO BE SOLVED: To provide a battery charger, which improves the development efficiency of a manufacturer and enables the user to optimally introduce itself, according to the actual state of use, and to provide a battery charging system. SOLUTION: Each battery charger 20A-20D is equipped with a charge control circuit 22 which controls the charge to a battery 1, and a control logical circuit 27 which decides whether to accept or reject the charge to the battery 1. The control logical circuit 27 decides whether to accept or reject the charge to the battery 1, according to the charge state signal from a battery charge connected upstream and a charge demand signal outputted from the charge control circuit 22.
