PROBLEM TO BE SOLVED: To prevent precision from getting low caused by the fluctuation of a release voltage in continuous charge-discharge, while finding precisely a residual capacity making the best use of advantages of a residual capacity by current integration and a residual capacity based on the release voltage. SOLUTION: This arithmetic unit calculates the residual capacity SOCc based on the current integration, and the residual capacity SOCv based on the battery release voltage Voc, and calculates a weight w when composing the residual capacities SOCc, SOCv with the weight. The weight w is corrected using a hysteresis function Qh in order to compensate the lowering of the precision of the residual capacity SOCv caused by an influence of release voltage hysteresis, and the residual capacities SOCc, SOCv are weightedly composed using a weight (1-w)×KQw after the correction to calculate the final residual capacity SOC.
