The device has cross bars (M1, M2) placed on both sides of a spring clamp. The bars are supported on a base of W shaped metallic springs and on shoulders of metallic flanges integrated with crossties, respectively, to integrate rails on the crossties. The bars are supported on an electrically insulating case located at a central crest of the springs and on the shoulders, respectively, to disintegrate the rails from the crossties.
