PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material having ultrahigh contrast, low fog, stability to variation in development temperature and large latitude to variation in development conditions as a material for a scanner or an image setter for printing plate making, and to provide an image forming method using the same. SOLUTION: In the heat developable photosensitive material having on a support at least one image forming layer containing a non-photosensitive organic silver salt, a reducing agent for the non-photosensitive organic silver salt, a photosensitive silver halide, a contrast enhancer and a binder, and at least one non-photosensitive layer for protecting the image forming layer, the contrast enhancer is a compound represented by formula (1) and a pH of a surface of the image forming layer is 5.3-7.0.
