PROBLEM TO BE SOLVED: To provide a cleaning device accurately steadily cleaning off toner. SOLUTION: The cleaning device for removing toner on a body to be cleaned, which is moved while the toner is stuck to its surface, includes: a blade having the shape of a plate, extending to an upstream side in the direction of the movement of the body to allow the end on the upstream side to abut on the surface of the body so as to scrape off the toner from the surface; and a sheet member of the blade, which is disposed opposite to the body side and hangs along the blade.
