PROBLEM TO BE SOLVED: To provide a heater for air conditioning, and a heating unit capable of accurately controlling a temperature of air-conditioned air required during precision machining or the like without temperature irregularity. SOLUTION: The heater for air conditioning is used in a precise temperature control air conditioning facility for fields of precise machining and measurement, multistage parallel passages are formed in a duct interior, and a sheet like heater is provided on each passage wall surface. Alternatively, the heater for air conditioning is used in the precise temperature control air conditioning facility for fields of precise machining and measurement, and it is composed such that multiple balance passages are formed in the duct interior, and each passage bulkhead is formed by the sheet like heater.
