PROBLEM TO BE SOLVED: To provide a ceramic heater composed by further smoothing a surface of an overcoat layer covering a heating resistor. SOLUTION: A relationship between the size of air bubbles generated in the overcoat layer 18 where the heating resistors 121-124 stuck to a substrate 11 are formed and that on the substrate 11 with no heating resistors 121-124 formed is made to satisfy (the size on the heating resistors) > (the size on the substrate), and a portion on the substrate 11 located in the overcoat layer 18 is mounded, whereby irregularities formed on the surface of the overcoat layer 18 are reduced.
