PROBLEM TO BE SOLVED: To provide a software license management system with which the number of excesses and deficiencies of a plurality of different software licenses is exactly calculated by managing each of the software licenses including a downgrade right accompanied with the software license. SOLUTION: The each of the software licenses are made into a plurality of software license groups in accordance with a version rank. The number of excesses and deficiencies of software license in each software license group is calculated by combining the software license with the software license capable of using a downgrade. The number of excesses and deficiencies are counterbalanced in order starting from the each low-version rank software license group when the calculated number of excesses and deficiencies are counterbalanced between the each software license group having the negative number of excesses and deficiencies of the software license and the each software license group having the positive number of excesses and deficiencies of the software license.
