PROBLEM TO BE SOLVED: To provide a development apparatus capable of stabilizing a developer charging amount and a developer amount on a developer carrier and further stabilizing the supply amount of a developer from a developer supply member to the developer carrier, and an image forming apparatus using it. SOLUTION: The development apparatus comprises: the developer carrier 1 provided with a freely turnable cylindrical thin film member 2, for carrying the developer on the surface of the cylindrical thin film member 2; the developer supply member 4 arranged facing the developer carrier 1 and rotatably driven, for supplying the developer to the developer carrier 1; a charging regulation member 5 arranged facing the downstream side of the developer carrying direction of the developer carrier 1 from the developer supply member 4 and rotatably driven, for regulating the charging of the developer on the developer carrier 1; and a drive transmission means 6 for transmitting the drive force of the charging regulation member 5 to the developer carrier 1.
