PROBLEM TO BE SOLVED: To provide an optical functional element having photonic crystal that uses a ferroelectric material. SOLUTION: In a 1st layer (31) made of a ferroelectric material, a core layer (5) is formed, which is cyclically distributed in one dimension or two dimensions and includes a cyclic distribution area (32) filled with a medium different in refractive index from the 1st layer.
