PROBLEM TO BE SOLVED: To provide a method for manufacturing a heat developable photosensitive material having excellent coated surface conditions and less fog, and a heat developable photosensitive material manufactured by the method. SOLUTION: The method is provided for manufacturing the heat developable photosensitive material having, on at least one surface of a support, an image forming layer containing at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent and a binder and a non-photosensitive layer, wherein (1) the non-photosensitive organic silver salt has a silver behenate content of 91-99 mol% and contains at least one dispersant selected from polyacrylamides and derivatives thereof, (2)≥30 mass% of the binder is a hydrophilic binder, and (3) a pH of a coating liquid for the image forming layer is 4.5-6.5.
