An optical element having a first light transmission layer that has a first sawtooth surface (10) including first light transmission inclined surfaces (12) each defining a first blaze angle a, and also having a second light transmission layer that has a second sawtooth surface (20) including second light transmission inclined surfaces (22) each defining a second blaze angle ß and that is in contact with the first sawtooth surface (10) of the first light transmission layer. The directions of inclination of the first light transmission inclined surfaces (12) and the direction of inclination of the second light transmission inclined surfaces (22) are opposite from each other.
