<p><P>PROBLEM TO BE SOLVED: To provide an encoder for forming an encoded picture stream. <P>SOLUTION: A picture is defined as a reference picture or a non-reference picture, and information about a decoding order and an output order of the picture is defined to a picture which is composed of a picture stream. The encoder is constituted so as to display, to a bit stream, a plurality of the pictures that are a sufficient number of the pictures so that an output order of the pictures can be restored, and that are constituted so as to conduct buffer processing in the order of decoding.
