PROBLEM TO BE SOLVED: To provide an instruction generation device for transmitting an encrypting mail to an image processor only with an instruction. SOLUTION: The image processor 2 or an instruction editor 3 as the instruction generation device comprises an encrypt sign designator 11 for designating the encrypting of image data in the instruction; and an instruction generator 12 for including a public key certificate which is used for encrypting, in the instruction when the designation of the encrypting is received. Since the instruction is generated including the public key certificate to be used for the encrypting, the image processor to perform the job encrypts the image data even when the public key certificate required for the encrypting is not registered, so as to transmit the data by E-mail.
