PROBLEM TO BE SOLVED: To harmonize corresponding control on a power controlling side, by determining a failure in an air-conditioning system on the power controlling side. SOLUTION: The failure determining device for a vehicle, comprises a means for indirectly detecting an operation state of an air-conditioner on the basis of a parameter changing according to an operation state change of the air-conditioner, a means for determining whether the detecting means can detect the operation state of the air-conditioner or not, a means for changing the operation state of the air-conditioner when the determining means detects that the operation state can be detected, and a means for determining a failure in the air-conditioning system on the basis of a detected result of the detecting means.
