PROBLEM TO BE SOLVED: To provide a plate heating element preventing abrasion on a heating film even when there are ridge lines of a base material of the plate heating element inside a nip, a plate heating element which is hardly broken during transport, inspection and assemblage, and a durable film heating type image heating device using the plate heating element. SOLUTION: This plate heating element has the base material 23a, and a resistance heating element 23b and a surface protecting layer 23f, which are placed on the base material, and is used for a heater for heating a material to be heated, at least one of the ridge lines A-B in the longitudinal direction on the surface protecting layer 23f of the base material 23a being coated by a protecting layer 23f'.
