PROBLEM TO BE SOLVED: To distribute the processing load of jobs that must be processed within a given period of time. SOLUTION: Job management information 31 including the date and time that each job is executable and the deadline date and time of each job is stored in a database 30 in advance. Based on this job management information 31, a scheduling information creation part 11 sets the date and time that the process of executing each job starts to the date and time that no other job is executed within a period of processing. Starting from the set date and time that each job starts, scheduling information 32 is created and stored in the database 30. A scheduling process part 12 refers to the scheduling information 32 and starts the process of executing the job that has become executable after the set date and time that it starts.
