PROBLEM TO BE SOLVED: To enable suitable control that follows changes in operating environment, by compensating for changes in the dynamic characteristics of a variable valve timing device due to disturbance factors such as the operating environment, manufacturing irregularity, and aging effect. SOLUTION: A controller 41 is configured so as to obtain control duty which asymptotically makes agreeable the output of a control object model simulating the dynamic characteristics of the variable valve timing device 32 with the output of a reference model 40 simulating the ideal input/output characteristics of the device 32. Thus the control duty is calculated so that the difference between the output of the reference model 40 and actual valve timing becomes sufficiently small. When the difference becomes large as changes occur in the dynamic characteristics of the device 32 due to changes in the operating environment, the parameters of the controller 41 are adjusted one by one so as to make the difference adequately small with a parameter adjustment mechanism 42. These parameters, which are calculated one by one in the form that includes calculated items expressed by past record factors, reset the calculated values to the initial values for individual predetermined conditions of changes in the operating environment.
