PROBLEM TO BE SOLVED: To provide an elastic ring fitting device and fitting method, preventing unnecessary expansion of an elastic ring and accurately fitting elastic rings having various cross sections. SOLUTION: This elastic ring fitting device includes: a guide member 72, the tip of which is shaped to be substantially connected to the outline of a formed region of a ring mounting groove 92b in a pin 9 to which the elastic ring 10 is fitted; and a finger 74 reciprocating while rotating along from the guide member 72 to the pin 9. The elastic ring 10 fitted to the guide member 72 is pressed by the rotary movement of the finger 74 with the guide member 72 connected to the pin 9 to be moved from the guide member 72 to the pin 9, and fitted to the ring mounting groove 92b while being expanded along the pin 9.
