PROBLEM TO BE SOLVED: To provide a pretreatment device for organic matter-containing waste water where pretreatment is performed prior to biological treatment for organic matter-containing waste water, thus the amount of sludge produced by the biological treatment can be reduced. SOLUTION: The pretreatment device for organic matter-containing waste water is provided with: an electrolytic cell 1 where organic matter-containing waste water is electrolyzed using an electrode plate 11 generating chlorine gas into chloride-containing water by energizing; a means of injecting ozone gas generated by an ozonizer 2 into the waste water treated by the electrolytic cell 1; and a reaction apparatus 3 provided with a nozzle refining solid matter in the waste water with the ozone injected therein and bringing the waste water into oxidation reaction. In the electrolytic cell 1, chlorine gas is generated from an electrode and hypochlorous acid having strong oxidizing power is produced in the waste water, thus organic sludge in the waste water is oxidized and decomposed. Thereafter, the ozone gas is injected, thus, even when the amount of the ozone gas is small, the organic matter in the waste water can be decomposed. COPYRIGHT: (C)2006,JPO&NCIPI
