PROBLEM TO BE SOLVED: To provide an air pump having simple composition, and a compact sphygmomanometer and massaging machine equipped with the air pump.

SOLUTION: The pump contains a hollow actuator 1 having elastomer or polymer 1a made expandable by applying voltage and an electrode 1b provided to apply voltage to the elastomer or polymer, a suction part 2a for sucking fluid in the hollow actuator 1 and a discharge part 3a for discharging the fluid to the outside of the hollow actuator 1.
