PROBLEM TO BE SOLVED: To provide a key length deciding apparatus, a key length deciding processing method, and a program which can reasonably decide the proper length of a key to be used for encryption of information, and to provide an encryption apparatus using this key length deciding apparatus. SOLUTION: The key length deciding apparatus has a configuration provided with a protective strength acquiring means (S4) for acquiring protective strength information representing protective strength of information to be protected by encryption, and a key length computing means (103) for computing the length of a key to be used in encryption of the information on the basis of the protective strength information. With this configuration, the length of a key to be used for encryption of information to be protected by encryption is decided according to the protective strength of the information to be protected by encryption.
