PROBLEM TO BE SOLVED: To activate catalysts early. SOLUTION: This catalyst activation control device controls temperature rise of the catalysts 15, 17A, 17B provided in an exhaust system 13 of an internal combustion engine 11, and is provided with a backflow adjusting means 20 for adjusting the amount of exhaust gas flowing back from outlets of the catalysts 15, 17A, 17B to inside of the catalysts 15, 17A, 17B and a backflow control means 26 for controlling the backflow adjusting means 20 so as to attain a target exhaust gas backflow rate correlated with gas capacity of the catalysts 15, 17A, 17B.
