PROBLEM TO BE SOLVED: To restrain the deterioration of image quality as well as to maintain the same image quality as the case a plurality of image carriers to be attached to an image forming apparatus are all attached to the image forming apparatus even when all the image carriers are not attached to the image forming apparatus. SOLUTION: If a holding member which does not hold a corresponding image carrier 22Y, 22M, 22C or 22K out of a plurality of holding members 23Y, 23M, 23C and 23K exists, the bias value corresponding to each color toner image stored in a storage part 68 of transfer bias applied to the toner image formed on each image carrier is changed and the application of the transfer bias by a transfer roll corresponding to the holding member which does not hold the image carrier is inhibited, and also the transfer bias by the respective transfer rolls is changed to be applied by taking a value obtained by successively shifting the bias values of the transfer roll corresponding to the holding member which does not hold the image carrier yet and the transfer roll positioned on the downstream side of the above-mentioned transfer roll in a continuous paper P conveying direction as the bias value of the transfer roll positioned on the downstream side of the holding member which does not hold the image carrier yet.
